On the morning of March 30, 1998, Bruce Davis (right) took a cassette tape recorder to the Emergency Operations Center at the Nicollet County Courthouse. He asked Information Officer Jack Kolars for any information he could release. Later that morning, Bruce recorded a press conference at the courthouse, held in the Sheriff’s Department garage.
